Tactical Media Meet-Up:
The European Internet Blockade of Russian Propagandist Media
Against the backdrop of the war with Ukraine, the Russian government has
sharply increased funding for state media, resulting in an unprecedented
level of state propaganda spread on social media platforms. As a
consequence, US and EU lawmakers and Ukrainian officials have jolted
into action by pressuring social media platforms in an attempt to curb
Russian misinformation. This seems to be a watershed moment with regard
to freedom of the press and internet freedom. We discuss what is at
stake with internet activists and journalists directly involved in
war-news production.
Following US and EU lawmakers’ and Ukrainian officials’ pressing
requests, YouTube has said it would block Russia Today and Sputnik in
the European Union, while Twitter and Meta, the parent of Facebook, have
said they would label content from the outlets as state-sponsored.
However, this decision was criticized by internet service providers and
internet freedom organizations as it expands the legal precedents for
state censorship in Europe.
Is freedom of speech sacrosanct or does the distribution of content via
the internet come with responsibilities and if so, where lies that
responsibility? Who are duty bearers? How do these decisions affect
internet connectivity? Will censoring Putin’s propaganda machine be a
precedent for the future curbing of freedom of the press and internet
freedom?
Tonight, the Tactical Media Room initiative brings together media- and
tech specialists, journalists, and policymakers from the media outlets
of the Netherlands, Ukraine, Russia, and Belarus to discuss the shaping
of Europe’s digital public domain. It is the first debate on this issue
that includes internet activists and journalists directly involved in
war-news production and delves deeply into the arguments on the levels
of both technical, and content-related aspects.

"The European Center for Populism Studies (ECPS) will be hosting its second annual ECPS Academy Future Leaders Programme titled "Euroscepticism and far-right politics: The populist challenge to EU norms, institutions and values" between 4-8 July 2022. The programme will be in summer school format and offer students, researchers and young professionals a dynamic and engaging learning environment through which to deepen their understanding of populist challenges against European identity, norms and values.
The program will take place online via Zoom, and it is free of charge.
The lectures will be complemented by discussions and moderated group interactions, to help our diverse group of participants engage deeply with multi-disciplinary issues surrounding populist challenges to democracy and build their critical knowledge. DISNOVATION.ORG for an evening dedicated to disruption, speculation,
post-growth prototypes, meme wars and online subcultures. The conversation
is hosted by IMPAKT [Centre for Media Culture] at BuzzHouse and is a
sneak-preview of the upcoming exhibition Post-Growth (Na de Groei), which
will open at IMPAKT in Utrecht on 4 March. The event is moderated by Marc
Tuters, Assistant Professor in the University of Amsterdam's Media Studies
faculty, and Arjon Dunnewind, director of IMPAKT.
DISNOVATION.ORG, short for ‘disobedient innovation’, is a research
collective set up in Paris in 2012, whose core members include Maria
Roszkowska (PL), Nicolas Maigret (FR) and Baruch Gottlieb (CA). They work
at the interface of art, research and hacking. More specifically their
recent artistic provocations seek to empower Post Growth imaginaries and
practises by challenging the widespread faith that ‘economic growth’ and
‘technological fixes’ will solve the ecosystemic disruptions they produced
in the first place.
For this special session at BuzzHouse we will focus on two themes that are
central to DISNOVATION.ORG’s artistic and research practice: “online power
structures” and “Post-Growth,” followed by an informal discussion and games.

Online power structures
DISNOVATION’s work Online Culture Wars serves as a starting point to talk
about Online power structures. The work consists of two parts: a map and a
series of videos.
The Map Online Culture Wars is an overlay of hundreds of politicised memes,
along with influential political figures and symbols. It is designed as a
discussion starter, intended to visualise and contextualise the ongoing
online culture wars, and some of the main political references, actors, and
influencers. The video Online Culture Wars (called THE PERSUADABLES)
focuses on the political instrumentalisation of the tools, techniques, and
infrastructures of the web, with particular attention to social media as an
ecosystem of influence and online manipulation of opinion. It exposes some
practises broadly used for online propaganda, as well as the creative
responses they trigger in civil society.
Post Growth
How long can we continue pursuing economic growth? What ideological, social
and biophysical factors precipitate the current environmental crises? What
agency is available for transformative practises to avert large scale
ecosystemic breakdown? The concept of Post-Growth is central to
DISNOVATION.ORG’s practice.
Their new Post-Growth series, comprising installations, videos, interviews,
and a board game invites us to challenge concepts of growth and progress,
and explores the radical implications of speculative artistic prototypes,
such as an economic model based on energy emitted by the Sun. This research
encounters the vital challenges of a shift away from the overexploitation
of fossil fuels on which the reproduction of our societies mainly depends
today.
Post Growth Toolkit Game
To examine and challenge our ideas about growth in a more playful way, at
BuzzHouse we will also propose a game: the Post Growth Toolkit Game: a
tactical board game developed by DISNOVATION.ORG which invites players to
explore a number of key concepts such as ‘geo-diversity’, ‘downgrading’ and
‘indigenous economics’ and revise their understanding of the world in a
time of radical change. The card game will be the catalyst to debate and to
trace out paths towards post-fossil futures, supported by alternative
models for ecological and economic assessment.
From 4 March to 22 May IMPAKT [Centre for Media Culture] will present Post
Growth: the first Dutch solo exhibition of works by the DISNOVATION.ORG
collective.

Something new: Orte, Motto & Formate der re:publica 22
Der Ort
Die re:publica Berlin kehrt vom 8. bis 10. Juni 2022 mit jeder Menge
Energie und Enthusiasmus zurück. Gemeinsam mit euch, möchten wir alle
Nischen, Ecken, Flächen und Gewässer unserer neuen Festival-Locations mit
Leben füllen: Auf dem Gelände der Arena Berlin und dem Festsaal Kreuzberg
wird es neben mehreren Sprech- und Show-Bühnen genügend Platz für
Workshops, Deep-Dive-Stationen, Science-Labs, Makerspaces, Coding-, Game-
und Tech-Camps, Artworks und Aktionen jeglicher Form geben. Zahlreiche
Außenflächen und das Badeschiff auf der Spree laden dazu ein, von euch
bespielt zu werden.
Das Motto – Any Way the Wind Blows
Wer von euch schon einmal die re:publica besucht hat, weiß, dass sie stets
mit dem feierlichen, gemeinsamen Singen von Queens „Bohemian Rhapsody“
endet. „Any Way the Wind Blows“ ist die letzte Zeile dieses Songs. Die
letzten Worte, die im vorpandemischen Miteinander der re:publica 2019
fielen, waren demnach: Any Way the Wind Blows!
Der Satz ist eine Redewendung, die für Standhaftigkeit steht, für das
Konstante, während die Welt jeden Tag etwas mehr in Trümmern liegt. Er
macht dabei Mut, dass das Gute bleiben wird. Das Motto schwingt zwischen
„Kann man eh nichts machen“ und „Es wird schon weitergehen“. Es ermahnt zur
Demut vor dem Kontrollverlust, macht aber auch Mut und wirbt für
Optimismus. All die Themen, die uns brennend beschäftigen, immer und immer
wieder, kann kein Wind fortblasen, und wir werden uns ihnen auf der
re:publica 22 stellen.

Damit ihr noch mehr Raum für eure Programm-Ideen habt, haben wir den Call
for Participation auf vier Festivalbereiche ausgeweitet und um verschiedene
mögliche Formate ergänzt.

In 2022, more than ever, re:publica Berlin will be a platform for
engagement and responsibility, for emancipation and empathy within the
digital society. We face the crises and the challenges. We remain hopeful
and courageous. We want to celebrate the good in the world and embrace
solutions. We finally want to discuss, argue, compromise, protest, work,
laugh and celebrate again! Everyone is invited to get involved.
Therefore we need you: We invite you to help shape the re:publica programme
and submit your ideas and projects to our Call for Participation.

Something new: Locations, motto & formats of re:publica 22
The venue
Next year, re:publica Berlin returns with plenty of new energy and
enthusiasm from 8 to 10 June 2022.
Together with you, we want to fill all the spaces, corners and waterways of
our new festival locations with life. The grounds of Arena Berlin and
Festsaal Kreuzberg will feature several stages for talks and shows, as well
as enough space for workshops, deep-dive stops, science labs, makerspaces,
coding, game and tech camps, artworks and actions of all kinds. Various
outdoor areas and the "Badeschiff" pool will invite you to come and have a
go.
The motto: Any Way the Wind Blows
Anyone who has ever attended re:publica knows that the festival always ends
with the celebratory and collective singing of Queen's "Bohemian Rhapsody".
"Any Way the Wind Blows" is the last line of this song. The last words
spoken at the pre-pandemic get-together of re:publica 2019 were therefore:
Any Way the Wind Blows!
The phrase is an idiom that stands for resilience, for the consistent—while
the world lies a little more in ruins every day. It encourages that the
good will remain.
As a figure of speech, it oscillates between "Ain’t nothing you can do
anyway" and "Life goes on". It reminds us to be humble when faced with a
loss of control, but it also encourages us and promotes optimism. No wind
can blow away all those issues that are on our minds, over and over again,
and we will face them at re:publica 22.
Our formats
To give you even more space for your programme ideas, we have extended the
Call for Participation to all four content areas and added several possible
formats.
CONFERENCE:
Speak and discuss on our stages about how we can create a digital society
that is worth living in.
Formats you can submit: Lightning Talk, Lecture, In Conversation With,
Panel Discussion, Live Podcast, Meetup
HANDS ON:
From hardware workshops, free handicrafts and tinkering to gardening with
robots, live biohacking and TikTok dance tutorials: all sessions related to
making and learning have their place in our "Hands On" programme.
Formats you can submit: Workshop, Tutorial, Dialogue Format, Games
OFF STAGE:
Anything you can think of to perform or create on the festival
grounds—artistic, activist, scientific, technological, informative.
Formats you can submit: Intervention, Performance, Installation, Contest,
Film, Theatre & Musical, Special Format
NIGHTLIFE:
We are looking forward to musicians, DJ sets, karaoke organisers, producers
of musicals and everyone who wants to celebrate #rp22 together with all
participants.

And last but not least: re:publica is not just a festival. Rather, it is a
network and an attitude. It stands for diversity and complexity. Part of
this is due to the fact that the programme is largely made up of
contributions from the community. Everybody is invited to participate and
contribute to the programme of #rp22—whether live on site or with a "remote
contribution".
Please join the Call for Participation and encourage your friends to bring
their topics and projects to the re:publica stages and into the focus of
the public, too!

Pre-PhD scholarship (1 year): Sharing humor in pandemic times: exploring a global dataset
of jokes and memes collected during the first wave of the Covid-19 pandemic.
Co-supervised by Giselinde Kuipers (sociology, KU Leuven) and Mark Boukes
(communication science, University of Amsterdam)
Based at the Center for Sociological Research, KU Leuven, Belgium
We are looking for an almost/recent graduate (MSc or MA) in communication science,
media studies or social science with a background in computational or digital methods and a
strong affinity with exploring new methods (e.g., visual machine learning, dating of digital
content using time stamps and other methods) and new types of data (e.g. visual data,
memes in various languages). A proven experience with such methods is an asset, but not
required. Please elaborate on your skills and competencies in your motivation letter.
Starting date: 1 February 2022
What we are offering: We are offering a one-year research position, funded with a doctoral
grant from the KU Leuven. During this year, the candidate and supervisors will work on a
proposal for a full (4-year) PhD project that will be submitted to various funding agencies
(eg. internal funds of KU Leuven, FWO). Moreover, we will jointly work on research papers
based on this project, which will be submitted for publication by the end of the year. The
candidate will also be involved in ongoing international collaborations based on the Covid-
19 dataset (see below). The candidate is encouraged to develop new ideas, research
questions and methodological approaches, and to independently develop collaborations
with international colleagues. We offer considerable freedom to pursue your own ideas and
highly value creativity and an independent mindset.
Background: In March 2020, at the beginning of the Covid-19 pandemic, we started
collecting the jokes, memes and other forms of humor that were shared via various online
platforms. Our effort was joined by scholars from around the world, and by the summer of
2020, we had collected about 12,000 humorous items, in many forms (text, image, clip,
sound file) and many languages. This unprecedented dataset of global humor and memes
offers many opportunities for asking new research questions, and experimenting with new
data. We think this will be an excellent opportunity for an enthusiastic PhD candidate with a
background in digital/computational methods to write a PhD dissertation on one of the
many fascinating aspects of the new forms of humor that emerged during this pandemic.
Possible topics include: the spread and adaptation of memes or jokes, including the
mapping of patterns of diffusion over time and place; regional or national differences vs.
global similarities; representation of persons (celebrities or politicians); prominence and
spread of meme templates; political aspects and functions of Covid humor; and much more.
